Protocol Actions
  1. Load Data:
    Proliferation data tracking countries statuses (Considering, Pursuing, Possessing) is loaded.
  2. Data Structure:
    Source and Target indices are generated to map the flow of countries between different stages of nuclear weapon development.
  3. Visualization Layout:
    A Sankey diagram is initialized using Plotly Express/Graph Objects. This visualizes the flow and attrition of countries across the proliferation stages.
  4. Styling:
    Nodes and links are colored to represent the severity of the status (e.g., Yellow for Considering, Red for Possessing). The background is transparent or dark-themed to match the story sections.
